Here are my suggestions, just suggestions:
August 31: free agent bids end for the season, and waiver trades end for the season. Call ups and send downs and injury activations can occur starting on this date without requiring waivers or options, for all players.
No players are able to be waived or outright released after August 31, but players in excess of the 40 man roster can be put on a "freeze list" similar to the Extended DL. They cannot be activated again this season, but after the last day of the season they are released to free agency and follow the rules of off-season free agent bidding.

This is the reason you DONT have to call people up until they make the minimum. This rule was put into place for that exact reason. No one called up now will make the minimum to forced to be called up

The commissioners have discussed it, and as there are no free agency bids currently open, free agency is now closed through the end of the playoffs.
